Attracting new mobility providers

INTRODUCTION

Some public authorities, like Rotterdam and Antwerp have experienced private mobility providers flooding the city centres with their solutions such as shared- bikes, cars, scooters, etc. Other public authorities such as Valenciennes experience much less demand from the market to provide their solutions in the urban areas due to the small size of the city and remote location.

Therefore, certain public authorities might struggle to attract mobility providers and/or to provide them clear guidelines on what the parameters of implementing their new solutions.

Which approach fits better when it comes to attracting new innovative smart mobility solutions ?
